Collapse Structure Training Exercise 2009

Pasig City Search & Rescue conducted another Collapse Structure Training Exercise last Aug. 8-9, 2009. The participants are target members for the Task Force PASIG (USAR capabilities in responding to major disasters).

Thru the effort and vision of Mayor BOBBY EUSEBIO in upgrading PSR capabilities in responding to various incidents and emergencies, teaching and echoing the knowledge and skills of PSR members to other rescue organizations in the City.

The City is blessed with various rescue units in different barangays which are highly skilled and experienced. Such group already existing in the city like: Brgy. Ugong Rescue, Brgy. San Antonio Fire and ERT.

Among who joined the said exercise is the newly created Pasig City Fire Brigade and newly organized Brgy. Santolan BCET (Brgy. Cluster Emergency Team).

We aim to train more of our constituents before we expand and help other organizations, cities and provinces in the field of Urban Search And Rescue (USAR).

USAR Training Course Offered






















Its been an effort of the group to give back something to other similar groups or profession in the form of affordable training courses. Since the group has been blessed of support and training grants from abroad with the help of NDCC-NCR and the full support of its Mayor (Bobby Eusebio), Pasig Search & Rescue aims to educate and train more personnel in the field of Urban Search & Rescue, to help prepare other LGUs and organization in major disasters.
















The group has posted a lot of video in youtube to encourage others to inquire for such training. we may not have a quality training ground compare to Singapore, South Korea, USA or other foreign countries but the knowledge and skills and some of the advance technology and gadgets in Rescue is already available and at par with our counterparts.
















We believe that knowledge should be Free as much as possible although there will be some expenses to conduct such training but we make it as much as possible to make it affordable. It is about time that our country should start enhancing its capabilities in responding to various kind of emergencies esp the most feared scenario...an earthquake striking in the Metro... Earthquakes can never be predicted...no tech is yet available to predict them but the threat of an earthquake is always there.... we believe that all we can do is prepare... Preparing in improving our personnel (in the form of trainings & seminars)....Upgrading our rescue units equipment....Creating such unit if an LGU still does not have one.... Improving our Disaster Mngt System in Managing resources and Monitoring system....
















We only have a number of LGUs that we can say that is trying hard to enhance its capabilities..to name a very few that Im aware are: Makati City....Marikina City....Olongapo City & SBMA.....Davao City...Cebu City and ofcourse.....Pasig City.
















Now, Mandaluyong City, Valenzuela City and hopefully Taguig City is following.... Its really about time for other to consider and focus on improving its services in the field of Emergency - Rescue Services.... Imagine, if all cities within Metro Manila has its own Rescue Unit and a good Command Center to manage all incidents, other accidents or emergencies that has been happening around....Saving more lives would be possible.... More people trained with equipment...More lives saved! At the same time, there should be a law passed creating job description in the field of Rescue & EMS.... Until today, skilled personnel would not stay for long working in an LGU due to plantilya problems.... Usually they are under paid..... Rescue Technician and EMS officers should be included in our Civil Service to make these skilled people stay in our country to serve its people...
















These people usually dont aksed that much, their only hope is for their skills and profession be recognized.
















Anyway, its up for the Senators or Congressmen to handle this problem, well that is if....they'll understand the importance of such law..... Our country has faced so many disasters and yet there is no such compreshensive law on Disaster Management.
















Thus, thru this little effort, we hope that more people like ourselves be armed for skills, and hope for the best for us to be recognized and be given importance. Luckily for us and some LGUs, they have Mayors' who give importance for such unit and system but there is a lot of work to be done. These good Mayors' need back up from our lawmakers and other Mayor's need to start giving importance also.
















Ofcourse, there are other problems needed to be given imoprtance but such effort need not start BIG, most of us started small...What is important is...To take the first step in creating one....Build up gradually....
















Thus, I'm proud of our Mayor....(Bobby Eusebio) since he was still a City Councilor (1998) he gave importance to this unit....even at the beginning we started as volunteers for our city ((volunteers since 1996-2007) -- officialy employed 2007).....We are doing this coz...We love our city and its people....like our Mayor..... We are also thankful that our friends from Makati Rescue & NDCC-NCR supported our effort in trainings and seminars.
















Our groups' story is like a fairy tale....we did not start BIG....we started from simple effort...private cars....simple tools....until....a gradual build up from 1998 till today.....Until now, our Mayor is busy finding more ways to make our capability more wider in scope and not only serve our city but to help other neighboring cities as well in times of need....Who knows,,,, maybe one day we might be also be able to help our neighboring countries...

Pasig Rescue Basic USAR Trng Course

Pasig Rescue continues to share its knowledge with other fire and rescue volunteers and groups within Pasig City esp in the field of Urban Search & Rescue. The group believe that if more people are properly train, more lives could be save when such time arise.

Pasig City's Rescue Capability Enhancement

Pasig Rescue Team's progress started in the year 1998 when Mayor Bobby Eusebio was a councilor then. Pasig Rescue has a very limited capability back in 1998. But things gets better and better since Mayor Bobby started to build up its arsenal or capabilities.

Pasig Rescue's break came in 2007 when NDCC noticed a big improvement in its capability and readiness. International Training grants were granted to its personnel and now Pasig Rescue is in the point of reaching an international accreditation as Urban Search and Rescue Unit (Heavy category).

Pasig Rescue is open in sharing its knowledge and skills to its constituents and other LGUs who want their own volunteers or rescue units to be trained.

The following personnel are recipients of International Training grants:
1. Ritche Angeles - UN INSARAG Earthquake exercise (Mongolia) 2007
2. Rommel Antinero - SCDA 33rd IUSAR Training (Singapore) 2008
3. Joseph Mallari - KOICA USAR Training (South Korea) 2008
